Freda R. Starnes has been serving as the County Administrator for Scott County, Virginia since November 1, 2016.  Ms. Starnes is a Credentialed Manager Candidate by the International County Management Association.  Ms. Starnes is a life-long resident of Scott County and a graduate of Rye Cove High School.  Ms. Starnes is an alumnus of Mountain Empire Community College, King College and Virginia Polytechnic Institute and State University.  Additionally, she is member of the Virginia Association of Counties, the Virginia Local Government Managers Association, and the International County Management Association.
