The Regular monthly meeting of the Industrial Development Authority of

Russell County, Virginia was held on March 14, 2024 at 5:30 P.M. at the Russell

Board of Supervisors Overflow Room.

approved by the Industrial Development Authority of Russell County, Virginia

approving the minutes of the February 15, 2024 meeting.

GUEST PRESENTATION AND COMMENT

Gary Hughes asked the IDA if they had any information on the landfill

project. The Executive Director informed Mr. Hughes he would have a

presentation of the Moss 3 property during his report time to the board later in the

meeting.

Drew Shortt with the Town of Lebanon presented a need for them to

construct a salt dome, due to VDOT regulations changing on salt supplies. The

Town is interested in the small undeveloped lot across from JM Conveyors in the

Industrial Park. The Town is also interested in using the lot to construct a

firefighter training facility to be used regionally.

Upon motion made by John Stamper, second by DeAnna Jackson and duly

approved by the Industrial Development Authority of Russell County, Virginia

granting the property in the Russell County Industrial Park to the Town of Lebanon

for a salt dome and firefighter training facility.

ATTORNEY’S REPORT

The Attorney reported the IDA has had six FOIA requests in the past two

weeks. All documents have been distributed, except for the ones covered under a

NDA with an unannounced business.

FOIA training has been set up for the IDA members on March 22, 2024 at

10:00 AM.

EXECUTIVE DIRECTOR’S REPORT

The Executive Director reported the IDA has used most of the first round of

the USDA grant monies for the RLF loans. The IDA can now apply for another

round of $75,000.00.

authorizing the Executive Director to submit an application to USDA for

authorizing the Executive Director to prepare a letter of support to VCEDA for

Shaka Latte’s seed capital grant.

The Executive Director presented maps showing the 232 acres +/- the IDA

owns at the bottom of the MOSS 3 property where the old prep plant was located.

Russell County Reclaim property is across the railroad tracks and up on the

mountain, and the landfill project is up on the top part almost a mile from the IDA

property. The confusion has arisen from the County’s GIS system not being up to

date on property ownership. The IDA is not involved in the landfill project. The

IDA is continuing to develop the lower property called “The Russell County

Industrial Complex”.

CLOSED SESSION

Upon motion made by John Stamper, second by Jarred Glass and duly

approved by the Industrial Development Authority of Russell County, Virginia to

enter Closed Session as permitted by, VA Code #2.2-3711 (3) Acquisition/Sale of

Property – Industrial Park Properties (5) Prospective Unannounced Business -

Project “Bluebird”, Project “Flash”, Project “Redbird” (6&7) Legal - Project “Blue

Jay”, Project “Bluebird” and USDA.

The Vote was:
