The Regular monthly meeting of the Industrial Development Authority of

Russell County, Virginia was held on April 14, 2022, at 5:30 P.M. at the Russell

County Government Center Board of Supervisors Meeting Room.

APPROVAL OF MINUTES

Upon motion made by Donnie Christian, second by Harry Ferguson and

duly approved by the Industrial Development Authority of Russell County,

Virginia to approve the minutes of the March 10, 2022 and March 31, 2022

meetings.

FINANCIAL REPORT

Upon motion made by Tony Dodi, second by Jarred Glass, and duly

approved by the Industrial Development Authority of Russell County, Virginia

approving the March 2022 financial reports and approve paying invoices

presented, and the additional invoice from SWCC for $192.00.

The Hemp project has been closed and VCEDA is paid in full.

The proposed contract with Project “Whale” has been returned to them

waiting approval.

The Board discussed with the attorney the process to remove Project “Trout”

from the property and terminate the lease.

Upon motion made by John Stamper, second by Roger Sword, and duly

approved by the Industrial Development Authority of Russell County, Virginia

directing the attorney to notify Project “Trout” to vacate the property and terminate

the lease.

EXECUTIVE DIRECTOR’S REPORT

The Executive Director had a request for letters of support from Elite

approved by the Industrial Development Authority of Russell County, Virginia

authorizing the Executive Director to prepare letters of support for Elite Motion

and Free Reign Boutique in their applications for seed capital grants from VCEDA.

duly approved by the Industrial Development Authority of Russell County,

Virginia authorizing the Executive Director to enter into a 5-year all-inclusive

lease with Clinch Valley SWCD for the space located in the Government Center.

The Executive Director, Chairman, and Secretary are authorized to sign all

documentation relating to this motion.

The Executive Director reported most funding/grant agencies are asking for

engineering plans to be completed before a project begins. The Executive Director

asked for board approval to release an RFP to retain an engineering firm for project

planning.

Upon motion made by Tony Dodi, second by DeAnna Jackson, and duly

approved by the Industrial Development Authority of Russell County, Virginia

authorizing the Executive Director to release an RFP for an engineering firm to

assist the IDA with economic development projects. The Executive Director,

Chairman, and Secretary are authorized to sign all documentation relating to this

motion.
