VCC documents for Project “Blue Jay” are being drafted by the attorneys.

approved by the Industrial Development Authority of Russell County, Virginia to
approve the resolution presented by VCC with changes to be implemented by legal
counsel.

SUBJECT: — Roll-out of new Regional Economic Development Funding Program
on May 22
The Cumberland Plateau Company (CPC) invites you to the roll-out of our
new economic development funding program on Wednesday, May 22, 2019, at
10:00 a.m. at Southwest Virginia Community College’s King Center.
‘As many of you know, the CPC, as 50 percent owner of our robust fiber
backbone system, received $3.0 million from the sale of BVU Optinet to Sunset
Fiber, as well as an improved Operating Agreement with Sunset that sets out the
percentage of gross revenues that the CPC receives going forward. These funds are
considered as Program Income by the U.S. Economic Development Administration
and can only be used as directed by them through an approved Program Design.
We will talk about this on the 22 and hand out grant applications. Only
local governments will be eligible applicants, but may partner with IDAs through
MOUS or other agreements.
Look forward to seeing you on the 22%.
