FINANCIAL REPORT

Financial report was presented by Carlton Elliott, with the following adjustments:

Upon motion made by Mike Duty, second by Sam Whited, and duly approved by the Industrial Development Authority of Russell County, Virginia to approve the Financial Report of March 10, 2016 as presented and to pay all bills as presented with adjustments.

RECESS Chairman called for a recess at 5:15p.m. for the evening meal Chairman called the meeting back to order a 6:17p.m.

ATTORNEY’S REPORT

Attorney Katie Patton presented information to the IDA as to the status of the performance agreement with 3B Consulting Services. The Tobacco Fund Grant and the COF Grant deadlines for compliance to the performance terms are approaching June 2016. The IDA will advise 3B consulting these deadlines are approaching in June 2016.

RICHMOND RECEPTION

The IDA discussed the Richmond reception is not returning the results for economic development it produced in the past. The other surrounding counties have indicated similar results and no longer wish to participate in the reception. The IDA does not plan to return to the reception in 2017 and the Chairman directed the Secretary to transfer all funds from the private contribution account to the general fund. This money will be used to assist small local businesses. The Chairman appointed Mike Duty to the Small Business Committee.

Upon motion made by Roger Sword, second by Mike Duty, and duly approved by the Industrial Development Authority of Russell County, Virginia to authorize the chairman to send a letter to Tru-Point Bank for Mrs. Potts indicating the value and size of the property she is receiving.

The building committee will contact a surveyor to complete the work at the regional industrial park for the road.

HEALTH AND FITNESS CENTER

Upon motion made by Jay Boyd, second by Scott Gilmer, and duly approved by the Industrial Development Authority of Russell County, Virginia to exclude HVAC maintenance from the lease of the Fitness Center to Russell County.
