The regular monthly meeting of the Russell County Board of Supervisors was held on Monday, August

02, 2021 beginning with Executive (closed) Session at 5:00 pm followed by the regular meeting at 6:00

pm at the Russell County Government Center in Lebanon, Virginia.

The Clerk called the meeting to order.

EXECUTIVE (CLOSED) SESSION

Motion made by Steve Breeding, second David Eaton and duly approved by the Board of Supervisors to

enter into Executive (closed) Session to discuss legal matters pursuant to Section 2.2-3711(a)(1)(7)(8) –

Legal Discussions concerning Personnel and Contractual Matters.

The Chair opened the public hearing to comments, hearing none the public hearing was closed.

PUBLIC HEARING HELD ON THE GIVENS SCHOOL LEASE

Pursuant to being advertised in a local newspaper for (2) two consecutive weeks, a public hearing was held on the Givens School Lease. The Chair opened the public hearing to comments.

Brian Simms spoke in favor of the lease.

Hearing no other comments, the public hearing was closed.

PUBLIC HEARING HELD ON VDOT RTE. 637 DISCONTINUED BRIDGE

Pursuant to being advertised in a local newspaper for (2) two consecutive weeks, a public hearing was held on the VDOT Rte. 637 discontinued bridge prescriptive easement right-of-way – 30-foot width and 0.02 – mile length. The Chair opened the public hearing to comments, hearing none the public hearing was closed.

He also stated that the tabling committee appointments was ridiculous and unnecessary.

Michelle Vance, Castlewood commented that county boards should alter meeting schedules to better accommodate citizens that work.

Nate Kiser, Lebanon commented that it had been 46 days since the Advisory Committee was approved.
He thinks that it is inexcusable and ridiculous that no appointments have been made from four of the Board members.

APPROVAL OF THE RUSSELL COUNTY COURTHOUSE COMPREHENSIVE AGREEMENT

Motion made by Steve Breeding, second Lou Wallace and duly approved by the Board of Supervisors to approve the Russell County Courthouse Comprehensive Agreement subject to county attorney final revisions and minor changes.
