A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, August 03,

2020 beginning at 5:00 pm with Executive (closed) Session followed by the regular meeting at 6:00 pm

at the Russell County Government Center in Lebanon, Virginia.

Larry Buzzard, Lebanon commented that Church Rd. has no internet. His grandson cannot do his schoolwork at home. Also, the road in front of his home is washing out, rocks need to be put back in place.

Heath Buzzard, Church Road, Lebanon also stated maybe a grant could be written to get internet service to his neighborhood.

Kelly Gilmer, Lebanon read a statement about the monument and his family history. He feels that it is representative of slaves.

Larry Hughes, Lebanon gave a rebuttal about Mr. Gilmer’s statement. He feels that the monument is not about slavery but a tribute to those defending their homes. He also felt that it honors fallen soldiers.

Hearing no further comments, citizens comment was closed.

County Attorney Reports and Requests

Katie Patton, County Attorney discussed several topics including the Russell County PSA, Tobacco Commission Grant, Continuity of Government Ordinance, Courthouse RFP, county personnel policy and the Courthouse Security Ordinance.

APPROVAL OF A REVENUE SHARING ADDENDUM EXHIBIT D TO THE GRANT AGREEMENT BETWEEN THE TOBACCO COMMISSION AND THE RUSSELL COUNTY IDA

Motion made by Steve Breeding, second David Eaton and duly approved by the Board of Supervisors to approve the Revenue Sharing Addendum Exhibit D to the grant agreement the Tobacco Commission and the Russell County Industrial Development Authority and the revised revenue sharing agreement previously approved by Russell, Buchanan and Tazewell Counties. This is subject to the following language being added to by the Tobacco Commission allowing the locality to request in writing for the revenue sharing to the Tobacco Commission to cease if the amount to be received by the Tobacco Commission under the Revenue Sharing Agreement becomes de minimus and subject to the revised revenue sharing agreement being approved by Tazewell and Buchanan Counties.
