A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, May 07, 2018 at 6:00 pm at the Russell

County Government Center in Lebanon, Virginia. An Executive (closed) session was held prior to the regular meeting beginning at

5:00 pm.

The Clerk called the meeting to order.

for 2018/2019-2024/2025. Jeff Buchanan, Assistant Resident Engineer addressed the Board.

The public hearing was opened for comments. One citizen made a request concerning Blanch Davis Road. There were no other

comments, the public hearing was closed.

APPROVAL OF VDOT SECONDARY SIX-YEAR PLAN FOR 2018/2018-2024/2025

Citizens Comment

Harvey Hess, Drill stated that he has lived in the same place for over 50 years. A VDOT employee had promised to fix his bridge and it has never been done. He wants the Board to ask VDOT to do the right thing and repair it right away.

Pearly Ramsey, Rosedale Estates stated as you turn into her development it drops and the entrance is very dangerous and needs some kind of sign put up.

Betsy Summerfield, Lebanon asked if the County had a rainy-day fund and inquired about the county’s Moody rating. She also asked that the budget be put online.

Reggie Childers, Lebanon asked the board to consider a blue way designation like the four towns in the County have done.

Harley Dye, Honaker stated that there are holes in his road that ten ton of gravel couldn’t fill. It is the worst road that he has ever seen.

Jonathon Eaton, Honaker and Harvey Hart, Finney representing the Appalachian Gateway Horse and Trail Association group announced that their paperwork as a non-profit has been approved. They are ready to take action if the County is ready.

AUTHORIZATION OF A LETTER OF SUPPORT TO GOV. NORTHAM FOR HB 665 & SB 378 COALFIELD EMPLOYMENT ENHANCEMENT

to Governor Ralph Northam concerning BH 665 and SB 378 Coalfield Employment Enhancement Tax Credit.
