A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, March 05,

2018 at 6:00 pm at the Russell County Government Center in Lebanon, Virginia. An Executive (closed)

session was held prior to the regular meeting beginning at 5:00 pm.

The Clerk called the meeting to order.

PUBLIC HEARING HELD ON THE TRANSFER OF PROPERTY TO THE CLEVELAND REQCUE SQUAD

Pursuant to being advertised in a local newspaper for (2) two consecutive weeks, a public hearing was held on the transfer of property from Russell County to the Cleveland Rescue Squad to be used for additional parking. The Chairperson opened the public hearing for comments, hearing none the public hearing was closed.

APPROVAL TO TRANSFER PROPERTY TO THE CLEVELAND RESCUE SQUAD

Motion made by Carl Rhea, second Steve Breeding and duly approved by the Board of Supervisors to transfer a parcel of land from the County to the Cleveland Rescue Squad for additional parking.

Dr. Thomas Wright, President of Southwest Virginia Community College introduced himself to the Board.

Reggie Childers, Lebanon stated that the supervisor at large seat should be eliminated. He is concerned that the county’s population has decreased but we still have the extra district.

The Board recognized a local Boy Scout Troop, their attendance will allow them to earn a Citizenship Badge.

CUMBERLAND MT. COMMUNITY SERVICES BOARD APPOINTMENT TABLED

Motion made by Mark Mitchell, second Steve Breeding and duly approved by the Board of Supervisors to table the appointment made vacant by the resignation of Fred Sayers from the Cumberland Mountain Community Services Board until next month.

The Chairperson opened citizens comment period.

Jimmy Richardson, Swords Creek complained that Rt. 781 was in need of tar and gravel. Every time it rains, it gets washed away.

Renee Matney, Appalachian Agency for Senior Citizens asked that a proclamation be signed proclaiming March 2018 as the 16th Annual March for Meals Month.

Brad Tincher, Lebanon asked that there is need of more communication between the Lebanon Little League and the County in order to maintain the Glade Hollow Ballpark properly. There are several things that are in need of repair.

Jessee Fields, RC Combined Search and Rescue addressed the Board about the possibility of the County helping fund the purchase of vertical equipment, fully stocked backpacks and training, etc. He also stated that they now have a Facebook page and invited everyone to follow their page.

Jonathan Eaton, Nash’s Ford addressed the Board about tourism and equestrian events in Russell County. Trail rides and four-wheeler events could bring in a lot of money for the County. He stated that there is nothing here for people who show horses or trail ride in our County. He asked if there was any funding or property available to host some of these events.

The Chairperson closed citizens comment period.
