A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, February

05, 2018 at 6:00 pm at the Russell County Government Center in Lebanon, Virginia.

The Clerk called the meeting to order.

Presentations

Martha Whitt, United Way of Southwest Virginia gave a short presentation about the various programs and initiatives that they offer including the IGNITE and the Backpacks Unite program.

Jessee Fields and Darrell Beavers, Russell County Combined Search and Rescue addressed the Board about the increase in the need for search and rescue team due to tourism, an aging community and a rise in autism to name a few. They also stated that there is a lack of vertical rescue equipment. Mr. Fields made request for funding for training and equipment in the upcoming budget in the amount of $5000.

DEPARTMENTS

Motion made by Carl Rhea, second Steve Breeding and duly approved by the Board of Supervisors to allow the County EMS, County Fire Departments, Town of Lebanon Police and Town of Honaker Police Departments a discount of twenty-five percent to use the fitness center.

Carla Glass, Dante Community Association gave an update on their major accomplishments. She asked if the County would give them permission to clean up around the old Arty Lee School.

APPROVAL OF THE DANTE COMMUNITY ASSOCIATION TO CLEAN UP THE PROPERTY AROUND THE OLD ARTY LEE SCHOOL IN DANTE

Motion made by Lou Wallace, second Tim Lovelace and duly approved by the Board of Supervisors to authorize the Dante Community Association to clean up the property around the old Arty Lee School in Dante.

The vote was: Aye: Lou Wallace, Tim Lovelace, Carl Rhea, Rebecca Dye, Steve Breeding, David Eaton and Mark Mitchell Nay: None

Kelly McBride Delph, RCPL stated that the library depends on the County allocation in order to receive their state aid, she asked that the County not reduce their appropriation in the upcoming budget.

Toby Edwards, CPRWA updated the Board on the solid waste authority.

Matt Crum discussed the Unsafe Buildings Ordinance and the Russell CountyTransient Occupancy Tax with the Board.
