A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, February

06, 2017 at 6:00 pm at the Russell County Government Center in Lebanon, Virginia. A closed session

was held prior to the meeting beginning at 5:00 pm.

PRESENTATIONS

Brian Ferguson, Russell County Waste Management Department gave the Board a brief presentation on the current waste management operations with a power point presentation.

Kim Short, Russell County Health and Fitness gave an update on the recent happenings of the fitness center including the addition of the 24 hours access and employee discount. She stated that at present they have 150 members. Mrs. Short also gave a brief tourism update.

Briana Apgar, Community Assessment Planner for the Virginia Department of Health explained that the CHA is a community driven evaluation to better understand life and health for residents in your community. She invited everyone to attend the first assessment team meeting on February 14.

The Board recognized the Boy Scouts in the audience and thanked them for attending.

Citizens Comment

Reggie Childers, Lebanon commented that St.Paul, Cleveland, Honaker and Lebanon have all have accepted the need for tourism. He stated that on June 13, 2017 at 7:00 pm the Lebanon Lions Club will sponsor a meeting with the new president of Appalachian Power. He asked that the Town Council and the Board members attend. He also suggested decoration with Christmas trees in the front foyer of the government center.

Matthew Crum, County Attorney addressed the Board concerning the Russell County School Board Energy Performance Financing Contract. He explained that we had received two bids, Bank of America and First Bank and Trust Company.

APPROVAL TO NEGIOTIATE AND ENTER INTO A CONTRACT WITH FIRST BANK AND TRUST COMPANY

Motion made by Mark Mitchell, second David Eaton and duly approved by the Board of Supervisors to authorize negotiation’s and enter into a financing agreement with First Bank and Trust Company for the Russell County School Board Energy Performance Financing Contract.
