A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, October 3, 2016 at 6:00 pm at the
Russell County Government Center in Lebanon, Virginia.
The Clerk called the meeting to order.

Donna Meade, Russell County Cannery Committee addressed the Board about the recent success the cannery open house at Castlewood and Honaker. She gave a brief update on other happenings at the canneries.

DAVID EATON APPOINTED TO THE SWVA HEALTH AUTHORITY BOARD OF DIRECTORS
Motion made by Carl Rhea, second Tim Lovelace and duly approved by the Board of Supervisors to appoint David Eaton to the Southwest Virginia Health Authority Board of Directors for a (4) four year term.

Citizens Comment
Jerry Hall, Scenic Elk Garden Estates asked that the Board help get the rest of his road paved.
Missy Carter, Community Work Program updated the Board on the progress of the new program. The amount of money saved so far is $115,000. She stated that the probationers have collected about 4000 bags to date.
Carla Glass, Dante Community Association commented that their committee has (5) five sub-committees at present and have been very busy with several projects. She thanked the PSA for all the help with improvements and maintenance with the Dante ballfield.
James Baker, RCEA invited the Board to attend the Summit at UVA-Wise. He asked if they are any closer to making a decision on the County raises for this year.
Kelly McBride Delph, RCPL commented that they are short staffed and asked that the Board make a decision on whether or not they can move forward with fillings a full time employee opening.
Oris Christian, Lebanon stated that there has been no maintenance or improvements made to the unpaved two tenths of a mile in Scenic Elk Garden Estates since he has lived there.
Jason Gullet, Dante stated that many roads in the Dante community are impassable, Rocky Hollow especially. He asked if the Board could help in any way.
Reggie Childers, Lebanon commented that he recently attended the SW Va Economic Forum at UVA-Wise and only five people from Russell County were present. He spoke briefly about the Scenic River designations and blue ways.
The Chairman closed citizens comment period.

APPROVAL TO NEGOTIATE A CONTRACT WITH CIVICPLUS FOR THE COUNTY WEBSITE
