A regular monthly meeting of the Russell County Board of Supervisors was held on Tuesday, September 06, 2016 at 6:00 pm at

the Russell County Government Center in Lebanon, Virginia.

The Clerk called the meeting to order.

Invocation by Rick Gibson, Grace Baptist Church followed by the Pledge of Allegiance to the Flag.

APPROVAL OF THE AGENDA

Motion made by Mark Mitchell, second David Eaton and duly approved by the Board of Supervisors to approve the agenda as

amended.

The vote was: Aye: Mark Mitchell, David Eaton, Rebecca Dye, Steve Breeding, Carl Rhea, Lou Wallace and Tim Lovelace Nay: None

Presentations

Dr. Michelle Meister addressed the Board on the possibility of building a new animal shelter. She added that there are many violations, critical and non-critical with the present facility, we need to be a role model for the rest of the state.

Scott Edwards, Ecological Corporation gave the Board an overview of solar energy performance.

Mickey Rhea, Building Official gave results of a detailed inspection of the Oak Grove Community Center (Oak Grove School).
Some of the facility will need to be closed off to the public due to asbestos exposure as well as structural problems.

APPROVAL TO MAKE THE NECESSARY REPAIRS TO THE OAK GROVE COMMUNITY CENTER

Motion made by Tim Lovelace, second Mark Mitchell and duly approved by the Board of Supervisors to authorize the County Administrator to make the necessary repairs to the Oak Grove Community Center to make it usable for the citizens.

Dave Wallace approached the Board about supporting the startup of a zip line business on his property.

Charlene Farthing, Friends of the Russell County Animal Shelter stated that many problems with the current shelter would be alleviated with the construction of a new Animal Shelter.

Pat Gray, DAR asked that the Board pass a resolution proclaiming the week of September 17-25, 2016 as “Constitution Week”.

Citizens Comment

Fayne Viers Big Prater, stated that he cans a lot and it would make it hard on him if the County stops ordering cans for the cannery.

Debbie Musick, Lebanon commented that a lot of elderly people depend on the cannery for their food. She asked about how many cans would be ordered and at what cost.

Barney Miller, Honaker stated that you could buy three cans for a dollar, so why would anyone want to pay a dollar per can at the cannery.

Linda Cross, Castlewood wanted to know where the cans are manufactured.

Stanley King, Swords Creek thinks that one dollar a can is too expensive, he wants the price to be dropped back to forty cents.

Marlene Boyd commended the Board on commercializing the canneries.

Helen Whited, Swords Creek says that Rt. 622 near Miller Creek is very nasty and dusty. She would like to see this road paved. The school bus will not come up the road to pick up and drop off her children, the road is too rough.

Gary Puckett, RCEA announced that there will be a Put Kids First Walk on October 01, 2016 from 10:00 to 1:00. He invited the Board to attend.

Tony Viers thinks tin cans are safer than glass jars. They should be able to buy them at a cost that everyone can afford.

Becki Joyce, IDA gave an update on the new IDA and outlined their future goals.

APPROVAL OF THE DISPOSAL EQUIPMENT FINANCE AGREEMENT

MOTION TO APPROVE A TWO PERCENT RAISE FOR EMPLOYEES

Motion made by Mark Mitchell second Tim Lovelace that the Board appropriate eighty percent and twenty percent from each department to cover a two percent raise for County and School System employees.

MOTION TO CHANGE THE BOARD MEETING TIME

Motion made by Tim Lovelace, second Mark Mitchell and duly approved by the Board of Supervisors to change the Board of Supervisors meeting time from 6:00 pm to 5:00 pm.
