A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, August 01, 2016 at 6:00 pm at the
Russell County Government Center in Lebanon, Virginia.
The Clerk called the meeting to order.

employees. They would be required to sign up for automatic draft for a period of one year to qualify.
APPROVAL OF A 25 PERCENT DISCOUNT FOR COUNTY EMPLOYEES USE OF THE HEALTH AND FITNESS CENTER
Motion made by David Eaton, second Carl Rhea and duly approved by the Board of Supervisors to approve a 25% discount for
county employees for use of the Russell County Health and Fitness Center contingent upon enrollment in automatic draft of
monthly fees for a period of one year.

Dr. Gregory Brown, Superintenant for Russell County Schools introduced himself to the Board, he stated that he looks forward to working with them.
K.D. Cook and Donna Meade, Russell County Cannery Committee offered suggestions on how to make the canneries more financially stable.
Richard Moyer also gave comments concerning the commercial use of the canneries.
APPROVAL OF CANNERY COMMITTEE RECOMMEDATIONS
Motion made by David Eaton, second Lou Wallace and duly approved by the Board of Supervisors to accept the cannery committee’s recommendations for operation of the Castlewood and Honaker Canneries.
These include:
Continue with the work on the items for facilities and equipment recommendations made by the committee on June 06,
Allow for the commercial use of the canneries for those producers that have followed the procedures as required by VDACS to be allowed to do such.
The rate/fees increase for the use of the remaining cans at a flat rate of $1.00 per can.
Implementation of sustainable policies and procedures for the canneries that include the use of the commercial
operations and the transitioning solely to glass. 5. Authorization be given to Black Diamond RC & D to work on behalf of Russell County to seek additional funding to

Citizens Comment
Mike Rotowski, Castlewood stated that senior citizens need transportation to the senior centers, more activities should be offered. He asked that the Board to consider designating a Blue Lives Matter proclamation to honor our law enforcement by flying the flag at half-staff for a certain period of time.
Jeff Holmes, Elk Garden is bothered by the fact that he saw a road near Dennison Chapel that was recently paved. He stated that there were only two homes along that road. His road was on the (6) six year plan back in 1996, but nothing has been done. It shouldn’t be so expensive to pave the road near his home. He asked that traffic be re-routed if the road is not going to be built.
Donna Meade, representing the Russell County Health Coalition asked the Board to consider making a $1000.00 appropriation to help them attain 501c status.
Jerry Hall, Scenic Elk Garden Estates asked the Board to finish paving his road.
Reggie Childers, Lebanon addressed the Board about the Tour to the Breaks Interstate Park, he wants everyone to support this tour. He also mentioned the Clinch River Float along the Clinch River. He also reminded the Board about his request to designate blue ways along the Clinch River.
The Chairman closed citizens comment period.

APPROVAL OF LEASE AGREEMENT WITH THE NATURE CONSERVANCY
Motion made by David Eaton, second Lou Wallace and duly approved by the Board of Supervisors to approve a lease and partnership with the Nature Conservancy for construction of a public boat launch and retrieval site at the Artrip and Old Castlewood site along the Clinch River in Russell County.
