A regular monthly meeting of the Russell County Board of Supervisors was held on Monday, January 04,

2016 at 6:00 pm at the Russell County Government Center in Lebanon, Virginia.

The County Administrator called the meeting to order.

Presentations

Charlene Farthing addressed the Board concerning proposed changes that may be of benefit to the Russell County Animal Shelter. She would like to charge an adoption fee, increase the shelter hours and increase the present dog license fee to name a few. Ms. Farthing founded the Animal Transfer Program in Russell County which transfers dogs out to other cities in order to be adopted.

Citizens Comment

Mike Rotowski, Castlewood addressed the Board about the possibility of refugees being allowed into our state. He stated that this is not a good idea. The unemployment rate may double if they come to Russell County. He also believes that English should be the official language of Russell County.

Tony Dodi, Chairman of the IDA congratulated the new Board members. He thanked the outgoing IDA members for their service. He also stated that he was looking forward to working with the new members. He invited the Board to the annual Regional Legislative Reception in Richmond on January 21, 2016.

Arthur Phillips, Dante asked the Board to help get the store in Dante reopened. He also asked for help to get cell towers, new guardrails and repave roads.

Rick Thompson, Treasurer congratulated the Board members. He asked them to look over the Treasurers’ Report. He stated that most of the time the County is working in the red. At this time we have not had to use the RAN, hopefully we will not have to do so.
