Sonny Aus�n, Chief of Copper Creek Moccasin Fire Department commented that he had discussed water tanks with the County Administrator and wanted to know the status. He asked that the landing zone near the Copper Creek Fire Department be paved and requested that one be placed in the Moccasin area.

Hugh O’Donnell, Castlewood commented that the old ordinance that prohibits the sale of beer at restaurants on Sunday be looked into. He stated that it hurts the business’, specifically the Mexican Restaurant in Castlewood.

Board Action Requests

The Residency has three requests:

  1. The residency is requesting a resolution to declare various secondary routes as “Rural Rustic Road”. The routes listed are the unpaved roads that have been included in the 6yr plan for construction. This declaration is required to utilize the Rural Rustic Road design standards and establish the statutory speed limit of 35mph and allows the speed zone to be posted. Without the designation, the Department cannot use the design standards and the roads would remain unposted with a 55mph speed limit.

There are six upcoming routes listed and three from last year that are being designated retroactively (Blanche Davis Rd, Tumbez Hollow Rd, and Thomas Warner Rd). We did not obtain the resolution last year and that is the reason for the retroactive declaration. To make it easier, I included all the rural rustic projects currently on the 6yr plan & grouped them into one resolution.

  1. The Coal Committee authorized $100,000 in funds for repairs to Route 615 (from Chaney Creek to Back Valley) at its April 13, 2023, meeting. If the Board has not already done so, a resolution by the Board allocating the coal severance tax funds to the work on the route is needed. A resolution adopting the overall coal road plan is acceptable with a copy of the coal road plan referenced in and attached to the resolution with the Route 615 project shown in the plan.

  2. The residency is requesting the discontinuance of a portion of Route 652 due to a construction project. The resolution was presently sent to the County on July 13th.

Maintenance Activities - Completed

Maintenance crews are actively involved in a variety of activities including:

Maintenance work (spreading gravel, blading) was conducted on routes 669 and 712.

Crews removed multiple trees due to recent storms primarily on Routes 640, 650, 676 and 1045.

Shoulder repairs were completed on a portion of Route 668.

Ditching and pipe clearing operations were completed Routes 606, 780, 858, 1201, 1202 and 1203.

Replacement of twin 71” x 47” culverts on Route 646 (Tunnel Road) is underway and anticipated to be

completed the week of August 7th, pending weather conditions.

Boom Ax operations were completed on portions for the following routes: 67, 82, 637, 656, 657, 661 and

Pothole patching was completed on portions of Route 628.

• Pipe replacement at various locations throughout the County.

• Ditching at various locations through the County.

• Streambank stabilization on Routes 613 (Moccasin Valley) and 661 (Artrip)

• Drainage / slope stabilization in the median of Route 19 (Bypass) near Coal Tipple Hollow.

Rural Rustic / 6 Year Plan Projects

North Cedar Acres is a small project (adding approximately 370 feet) of road utilizing residual funding from

previously completed projects and is proposed for completion as weather allows, with paving proposed for the

Work on an approximate one-mile segment of Route 678 (Upper Copper Creek) is anticipated to begin later this

month / early September.

Non — VDOT Projects

No new information to report this month, a recent site visit indicated progress continues on the construction of the

connection to Route 19. The residency understands overhead utility relocation is underway which will allow final

excavation to be completed to make the connection to Route 19.

Please find the attached sample resolution & sketches to declare various secondary routes as “Rural Rustic Road”. All of the routes listed are the unpaved roads that have been currently approved on the 6yr plan for construction. This declaration is required in order to establish the statutory speed limit of 35mph pursuant to §46.2-873.2 (copy attached), and allows the speed zone to be posted. Without the declaration, the roads would have an unposted 55mph speed limit.

There are six upcoming routes listed and three from last year that are being designated retroactively (Blanche Davis Rd, Tumbez Hollow Rd, & Thomas Warner Rd). We forgot to get this resolution for last year’s rural rustics, & that is the reason for the retroactive declaration. To make it easier, I included all the rural rustic projects currently on the 6yr plan & grouped them into one resolution. We will need to get the same type of resolution going forward for any new rural rustics that are added to the 6yr plan.

Please have this resolution scheduled for the August 7, 2023 BOS agenda.

The Board of Supervisors of Russell County, in regular meeting on the 7th day of August, 2023 adopted the following:

RESOLUTION FOR RURAL RUSTIC ROAD DESIGNATION

WHEREAS, §33.2-332 of the Code of Virginia, permits the hard surfacing of certain unpaved roads deemed to qualify for designation as a Rural Rustic Road; and

WHEREAS, any such road must be located in a low-density development area and have no more than 1,500 vehicles per day; and

WHEREAS, the Board of Supervisors of Russell County, Virginia (“Board”) desires to consider whether the following routes, should be designated Rural Rustic Roads; and

• Route 606, Blanche Davis Road
o From Route 609 to 1.20 miles south of Route 609, Length = 1.20 miles

• Route 636, Kents Ridge Road o From 1.90 miles north of Route 640 to 3.20 miles north of Route 640, Length = 1.30 miles

The Board of Supervisors of Russell County, in regular meeting on the 7th day of August 2023, adopted the following:

RESOLUTION FOR HIGHWAY SYSTEM CHANGES RESULTING FROM THE CONSTRUCTION OF VIRGINIA DEPARTMENT OF

TRANSPORTATION PROJECT 0652-083-315, C501, B635

WHEREAS, the Virginia Department of Transportation (VDOT) has constructed Route 652 on a new alignment under Project 0652-083-315, C501, B635 and;

WHEREAS, the project sketch and VDOT Form(s) AM4.3, attached and incorporated herein as a part of this resolution, define adjustments required in the secondary systems of state highways as a result of that construction, and

WHEREAS, the portion(s) of old road identified to be discontinued are deemed by the Virginia Department of Transportation to no longer provide sufficient public convenience to warrant maintenance at VDOT expense as part of the secondary system of state highways, and

NOW, THEREFORE, BE IT RESOLVED, the Russell County Board of Supervisors requests the Virginia Department of Transportation to add segment(s) A-B, B-C, and C-D to the secondary system of state highways, pursuant to §33.2-705 of the Code of Virginia, for which sections the VA Dept. of Transportation has acquired the necessary right of way and easements for cuts, fills, and drainage; records of which are on file with the Circuit Court Clerk of Russell County; and

BE IT FURTHER RESOLVED, this Board concurs with and supports the action of the Commonwealth Transportation Board to discontinue segment(s) A-E, E-F, and F-D as a part of the secondary system of state highways, pursuant to §33.2-908 of the Code of Virginia, and

General Summary:

Under the direction of the Maintenance Supervisor, performs a variety of skilled carpentry repair, design, remodeling, and construction projects. Performs a variety of plumbing, electrical, and HVAC maintenance projects on county buildings, grounds, and equipment.

Essential Functions:

  1. Assigned projects, including performing work, inspecting, and evaluating work in

progress. Performs finish carpentry work including construction of detailed items such as bookcases, cabinets, custom counter tops, laminate work, and other customized items.

  1. Performs carpentry and construction work such as constructing stud walls,

hanging doors, installing drywall, carpet, tile flooring and vinyl wall coverings.

  1. Receives calls for troubleshooting on building and mechanical systems. Reviews requests for service, determines whether problems can be resolved in-house, sets priorities, and performs assignments.

  2. Participates in office remodeling projects which may include design and

installation of specialized equipment, counter tops, cabinets, etc.

  1. Plans labor and material needs for designated maintenance and repair projects, which may include meeting with appropriate County staff to determine their needs, assisting in obtaining necessary outside bids, reading blueprints, and planning other project needs. Maintains records regarding time, materials, and equipment usage.

  2. Determines the need for outside contractors and assists in preparation of bid

specifications and the selection of contractors. Serves as liaison with contractors and reviews work of contractors for conformity to standards.

  1. Participates in electrical repairs to County buildings, fixtures, and equipment,

includes testing circuits to locate problems, replacing switches, outlets,
and ballasts, repairing and replacing motors and pumps, installing, and repairing exhaust fans, relays, pressure switches, pneumatic/electric devices, and related tasks.

  1. Oversees and participates in the preventative maintenance and monitoring of the

operation of heating and air conditioning (HVAC) units, checking filters, adding boiler chemicals, trouble-shooting problems, cleaning evaporators and condenser cells, changing belts and motors, installing, and repairing water pumps, lubricating bearings, and monitoring the operation of air handler units.

chemical levels.

  1. Performs repairs to County buildings, rental properties, and County equipment, as

necessary.

  1. Performs plumbing repairs, such as repairing leaks, unplugging drains, installing

fixtures, such as urinals and toilets.

PUBLIC/GUEST COMMENT Steve Breeding, Russell County Board of Supervisors and Lonzo Lester, County Administrator presented a project to construct a route to Laurel Bed Lake from the Russell County side of the mountain. The Board of Supervisors has met with AEP and several legislatures to get the project started. The Board of Supervisors is asking the IDA to apply to VCEDA for a $25,000.00 grant to complete a feasibility study.

Upon motion made by Donnie Christian, second by Tony Dodi and duly approved by the Industrial Development Authority of Russell County, authorizing the Executive Director to submit a grant application to VCEDA requesting $25,000.00 for a feasibility study on the Laurel Bed Lake Project. The Executive Director, Chairman and Secretary are authorized to sign all documents relating to the application,

Mr. Jay Boyd commented to the IDA board, his concerns with the IDA bidding on the lease for the USDA office space. Mr. Boyd feels the IDA should not be competing with him on the lease because the IDA has an unfair advantage in using public money. The Chairman explained to Mr, Boyd the IDA did not solicit the USDA, they came to the IDA asking for office space and no grant money was used in the construction of the office building. No Board action was taken at this time.

ATTORNEY’S REPORT No Report

EXECUTIVE DIRECTOR’S REPORT The Castlewood log yard property sale has been closed and the proceeds are in hand.

The first phase of the Samuel Pressure Group lease is up in September. They have an option to purchase the property now or again on the 15 year or 20 year anniversary. The lease specifies the IDA is responsible for the walls and roof of the building. The roof needs repair now and could possibly need to be replaced in the future. However, any capital improvements will be added to the sale price of the building.

Thave met with and discussed with the Castlewood High School Art Teacher Mrs. Katilyn Senna along with the after/summer schoo! coordinator at Lebanon High School about how we can involve our youth in projects in the community. Mrs. Senna is very enthusiastic about getting projects done to be placed throughout the county. We discussed a possible LOVE sign at the Russell County Fairgrounds and much more, Tam also working on putting together itineraries to be used for the after-school program and summer school trips.

Virginia Welcome Center Tourism Blitz

We are set for a tourism blitz at the Bristol Welcome Center beginning on July 1* for the entirety of the month of July.

ELECTRONIC PARTICIPATION: Pursuant to Code of Virginia Section 2.2-3708.3 upon notice provided to the Chair requesting electronic participation, member Tim Lovelace stated he is participating electronically from Castlewood, Virginia, due to a temporary medical issue. WA! REPORTS ~ Mav 2023: ‘Toby Edwards reviewed the waste stream reports. Buchanan was down a little and Dickenson/Russell was up a little. It was noted that the Russell County and Dickenson Board of Supervisors are interested in purchasing a stationary tire machine for big truck tires.

‘TREASURERS REPORT ~ May 2023: Carl Rhea presented the CPRWMA Treasurer’s Report, reporting the total cash balance was $108,494.36 at the end of May. A motion to approve the report as presented was made by Damon Rasnick and seconded by Tim Hess. Motion was ratified, voting as follows:

OLD BUSINESS, We are in the last month of our budget year and working to stay within the budget.

CORRESPONDENCE/PUBLIC COMMENT Buchanan County approval letter for the Solid Waste Transportation Agreement and Disposal Contract was included in the Agenda packet.

Today | updated our Chairman and Vice Chairman that the board didn’t discuss my pay adjustment for this year. Both Ron and Tim are fine with following Buchanan and Dickenson County on a 7% cost of living raise. Not sure what Russell County has approved for their employees.

To help keep our records inline (pay period July 1 to 15) and so Saundra wouldn’t have to back up, Chairman Peters is asking for a Straw Poll on increasing the Executive Directors pay by 7% effective July 1st following our member countles lead.

{ will need a Yes or Nay sent to me only. We will ratify this at our July regular board meeting, Thank you and see you all soon.
