Lebanon Lifesaving Crew - Information Packet
Revenue shortfall and solution options April 20,2017 Introduction
Lebanon Lifesaving Crew, along with the other rescue squads, has served Russell County for 56 years. In that time emergency medical and rescue service has progressed exponentially. In the early days, a homemade ambulance equipped with bandages and dressings, staffed with a first aid - trained volunteer was the standard of care — anywhere in rural America.
Now Ambulances must meet strict safety standards and cost over $200,000! They are equipped with ‘12-lead heart monitor-defibrillators and other high-tech equipment worth another $50,000. As for training, EIMT is the minimum standard that requires the provider to go through 150+ hours of class, Jearn 10 times more content than that early first-aider, and pass a National Registry board exam. Paramedic education is equivalent to that of a RN and they must complete an Associate’s degree through the college.
This being the case, itis easy to see why it is becoming more and more difficult for. Russell County’s agencies to meet the mandated standard of care for EMS today.
‘Specifically, Lebanon Lifesaving Crew has had a significant decline in calls from facilities and patients that generate revenue. Providing 911 service, in itself, loses money, Other than nursing homes and rest homes, 70% of those who use 911 have Medicaid, Obamacare, or no insurance at all. Medicaid and ‘Obamacare pay almost nothing for an ambulance. Therefore, the only way to break even is to serve the nursing homes and rest homes.
Currently, commercial ambulance services have an arrangement with most of the Skilled Nursing Facilities and assisted tiving facilities to provide ambulance and other services. - So the county’s EMS agencies only get called if the commercial services are tled up. This is resulting in a trend where operating expenses are exceeding revenue for Lebanon Lifesaving Crew and will most likely soon affect the other county services as well.
Please see the graph and data on the next page which illustrates the dilemma. ;
Solution Options
After much time analyzing and discussing this dilemma, there are three options to resolve the matter. They are:
- An ordinance be put in place by the Board of Supervisors to partially restrict commercial ambulance service activity with respect to emergency calls. This option is detailed in the next section and is the only one that will not require Supervisors to expend already limited funds.
2, Increase county funding to replace the lost revenue. As you can see from the data, Lebanon LSC had a $42,000 decline revenue from 2015 to 2016. To compensate, the Crew has cut back on supplies, opted to not purchase needed equipment, and suspended their employee incentive plan. Even with these strategic moves, the Crew’s savings account had to be depleted to. continue operation.
In addition, in the next five years Lebanon Lifesaving Crew will need to replace a 25 year old crash truck and a 10 year old ambulance that will have over 100,000 miles on it. These trucks ‘will cost over $200,000 EACH. So even with 50/50 matching grants, they will need to generate ‘over $200,000 of revenue above normal operating expenses!
Can the county provide this amount of funding to only one of its five EMS agencies?
- Do nothing. If the Board of Supervisors opts to do nothing, Lebanon Lifesaving Crew will cease to exist. The Code of Virginia requires the county’s governing body to ensure EMS is available 24/7. To allow a community-based Lifesaving Crew that has faithfully served the county for 56 years to go out of business would be morally wrong and it would be the most expensive option of the three.

We are only asking for transports to the Emergency Department. The commercial services can keep the doctor appointments, dialysis runs, discharges, and inter-facility transfers. ~ Still plenty of profit for them!

There will bea provision in the ordinance that should the county agencies be tied up and need their help, the commercial agencies could respond and assist.

Also, remember that the county EMS agencies provide other services that ambulance revenue help cover. i.e. crash rescue and extrication, search, elderly assistance, ete.

The ordinance would make it class 1 misdemeanor for a non-county-permitted ambulance to pick up a patient anywhere in Russell County with the intended destination being a hospital emergency department. Those who would be charged with the misdemeanor would be the driver and/or the owner of the ambulance.
In addition, it would make transport by county EMS agencies the standard-of-care and facilities that chose to ignore the ordinance would be liable i the patient suffered a bad outcome while in the care ofthe non- permitted ambulance service.

- ‘This is not an indictment against the commercial services; they provide quality care. Itis simply that we can’t afford to take care of Russell County’ indigent population while they get all the ones who have a payment system in place.

Thave been performing accounting services and preparing monthly reports for the Lebanon Lifesaving Crew since 2012. It has been my observation that the directors and officers of the lifesaving crew demonstrate sound financial practices in the business operations of the crew. ‘They are diligent in preparing the annual operating budget to maximize the use of their projected funds and review actual income and expenditures each month fo make sure that they are operating within the constraints of their budget.

Pursuant to being advertised for (2) two consecutive weeks, a public hearing was held on the Junkyard Ordinance. The Chairman explained that a County Agent will be sent out to the commercial establishments in the County to talk with and inspect each one. Comments and input will then be presented to the Board. The Chair opened the public hearing to comments.
Several citizens voiced opinions about how the definition of a junkyard is defined, how it will be enforced and who would make the decision on the classification of a business as a junkyard. After addressing some of the questions and concerns, the Chairman closed the public hearing.

At a meeting of the Board of the Virginia Coalfield Economic Development Authority (VCEDA”) held on April 20, 2017, the VCEDA Board approved up to a $1,500,000.00 loan to the Industrial Development Authority of Russell County, Virginia (“IDA”) to be used to finance the purchase of real estate, building rehabilitation and improvements, parking area improvements and paving, the purchase of machinery, tools, and equipment, other improvements, and costs associated with the foregoing including legal, closing, delivery, and installation expenses, for the acquisition, up-fit, and equipping of the former Teleflex/Clinch Mountain Flooring facility in the Russell County Industrial Park to assist in the location of a confidential pending business prospect to Russell County, Virginia, subject to the following terms and conditions:
1, The loan shall be due and payable in ten (10) years in one (1) ump sum balloon payment, Provided, however, that until said loan maturity date, the IDA shall transmit to VCEDA any available net rents and proceeds received by the IDA. from the real estate being purchased with these VCEDA loan proceeds, to be applied towards the outstanding balance of this loan, Provided further, that if the IDA provides evidence to VCEDA that at least thirty-two (32) full-time jobs exist at the real estate being purchased with these VCEDA loan proceeds, on the third annual anniversary date of the promissory note, then $100,000.00 of the outstanding balance of the note shall be forgiven,

- The loan shall be collateralized by a first lien deed of trust on the real estate being purchased with these VCEDA loan proceeds.
4, This loan shall be funded from the VCEDA Russell County Account. However, VCEDA loan funds required in excess of available funds in the VCEDA Russell County Account may be borrowed from the VCEDA Regional Account and the VCEDA. Regional Account repaid by all available future receipts and contributions to the VCEDA Russell County Account until all of the funds borrowed from the VCEDA Regional Account are repaid in full.

& All loan funds borrowed from the VCEDA Regional Account shall have been repaid in full within five (5) years from the date of the promissory note. Any such finds remaining to be repaid to the VCEDA Regional Account on the fifth annual anniversary date of the promissory note shall be immediately repaid in full by the IDA. Payments and other sums received by VCEDA on the loan shall be applied first to the amounts borrowed from the VCEDA Regional Account, and then to the VCEDA Russell County Account.

The requirements of lender’s title insurance and an environmental assessment report do not apply to this project because the real estate will be owned by the IDA. Also, no loan closing fee shall be required on this loan, as an additional incentive to the project.

VCEDA hereby consents to the IDA’s lease or lease-purchase of the real estate, machinery, tools, and equipment financed with these VCEDA loan proceeds, to the confidential business prospect identified in the board packet for the April 20, 2017 VCEDA board meeting and/or its parent company and/or affiliate(s). Such lease or lease-purchase agreement shall be on terms and conditions as shall be satisfactory to the VCEDA Executive Director/General Counsel.
Per VCEDA’s project policies, if the loan is not closed within one hundred eighty (180) days of the loan approval, then the loan is automatically cancelled. ‘Therefore, the loan closing deadline on this loan is October 17, 2017. Prior to the loan closing, I will need the following:
(@) a resolution from the IDA authorizing the borrowing and the execution of the loan documents required by VCEDA including the loan agreement, promissory note, deed of trust, and other loan documentation;
(b) a preliminary real estate title search opinion from the IDA’s attorney on the subject real estate;
(©) certificate of property insurance on the subject real estate with VCEDA named as loss payee;
@ —_ acopy of the proposed draft deed to the IDA; and,
(©) acopy of the final proposed draft lease-purchase agreement between the IDA and the confidential business prospect.

CUMBERLAND PLATEAU REGIONAL WASTE MANAGEMENT AUTHORITY MANPOWER SERVICE AGREEMENT
THIS AGREEMENT made as of this day of, 2017, by and between
Cumberland Plateau Regional Waste Management Authority (hereinafter referred to as the
“Authority”) and the County of Russell, Virginia, a political subdivision of the Commonwealth of Virginia, (hereinafter referred to as “County”).
WHEREAS, the Authority, after causing the construction thereof, has agreed to operate and manage a transfer station in the County of Russell to ensure the availability of an economical and environmentally sound method to handle and dispose of solid waste generated in Russell County; and
WHEREAS, the Authority desires to secure manpower services to operate the Authority’s transfer station; and
WHEREAS, the County has offered to provide said manpower services; and
WHEREAS, the Authority agrees to retain County for manpower services in order to efficiently and economically operate the Authority’s transfer station in Russell County; and
WHEREAS, in reliance on this Agreement, the County will employ the personnel necessary to ensure County’s performance hereunder and will provide a leachate truck for the purpose of pumping leachate from the transfer station.
NOW, THEREFORE, FOR AND IN CONSIDERATION of the respective covenants herein contained, the parties have agreed as follows:
REPRESENTATIONS AND CERTIFICATIONS Both parties hereto specifically represent and certify that each has (1) reviewed and understands the terms and conditions as stated herein; (2) that each has the requisite right, power and authority necessary for the execution hereof; and (3) that any and all requirements
imposed by the Virginia Public Procurement Act have been satisfied. Both parties hereto, by
the execution hereof, expressly and unequivocally agree, that County shall be considered as an Independent Contractor hereunder and that no liability resulting from any willful or negligent act of failure to act by County’s employees shall be attributable to the Authority. To the extent provided by law, the County specifically agrees to fully indemnify and save the Authority harmless from any suit or claim arising out of any breach of this Agreement by the County or negligence by the County its agent or employees. To the extent provided by law, the Authority specifically agrees to fully indemnify and save the County harmless from any suit or claim arising out of any breach of this Agreement by the Authority or negligence by the Authority, its agents, or employees.
AUTHORITY AND COUNTY OBLIGATIONS The Authority agrees to be responsible for costs associated with the operation of the transfer station except those cleaning and personal hygiene items, wages, taxes, workers’ compensation insurance, liability insurance and other fringe benefits paid to, or for the benefit of, the workers
employed by the County assigned to the Authority’s transfer station.
QUALITY OF SERVICE ON PERSONNEL/PERFORMANCE EVALUATION ‘The Authority shall maintain the Transfer Station open for performance of this Agreement between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding observed holidays as provided for in the User Agreement executed between the Authority and the County, If the County wishes to open additional hours, it shall do so at its own manpower expense. The actual operating hours may be altered, provided both parties agree to changes in the normal posted hours.
SCOPE OF SERVICE CONTRACTOR OBLIGATIONS
The County shall be responsible for securing necessary certification and approvals from
relevant federal, state and local governmental agencies having jurisdiction over its personnel;
provided however, the Authority shall retain responsibility for obtaining all permits and approvals relating to the general operation of the Transfer Station. During the term hereof, the
County shall provide the necessary personnel for the daily operation of the Transfer Station, all
in compliance and certified with applicable laws and regulations. The Authority and the County
will enforce the laws of the VA DEQ Solid Waste Management Regulations. The County shall provide a leachate truck for the purpose of pumping and transporting leachate from the transfer station to an approved disposal location and will supply fuel, tags and insurance for this leachate truck.
TERM OF CONTRACT ‘This Agreement shall be effective as of the day of. 2017. The initial term of this ‘Agreement shall be one (1) year commencing on the day of__, 2017. The term of this, Agteement shall extend for additional one year, upon the same terms and conditions as herein, unless either party elects to cancel this Agreement by three (3) months written notice to the other party prior to the end of this term or of any hold over term.
NONDISCRIMINATION ‘The County shall not discriminate against any person because of race, sex, age, creed, color, religion, natural origin or handicap.
INSURANCE
The County or its sub-contractor shall provide and maintain during active operations hereunder, Workers’ Compensation Insurance which shall meet the requirement of the Commonwealth of Virginia. ‘The County or its sub-contractor shall upon the full execution of this Agreement and thereafter upon request, furnish Authority evidence that the insurance relative to its said acts or omissions is in force, provided, however, any certificate of insurance shall in no way alter or
amend such insurance coverage to increase the level or extent expressly set forth herein.
The limits of liability of all insurance required herein not expressly set forth hereinabove shall be as set forth in Exhibit “A”, which is attached hereto and made a part hereof.
REMEDIES FOR DEFAULT Except as otherwise provided herein, if either party defaults in the performance of any of the warranties, covenants or conditions contained herein for thirty (30) days after the other party has given the defaulting party written notice of such default and the party defaulting shall not have commenced to cure such default within said period and to pursue diligently the completion thereof, the other party may: (i) terminate the Agreement as of any date at least thirty (3) days after the last day of the thirty (30) day period; (ii) cure the default at the expense of the defaulting party and (iii) have recourse to any other right or remedy to which it may be entitled by law or equity, including, but not limited to, the right for all damage or loss suffered as a result of such default and termination. In the event either party waives default by the other party, such waiver shall not be construed or determined to be a continuing waiver of the same or any subsequent default. In the event that in the exercise of due diligence during the aforesaid thirty (30) day period such cure cannot reasonably be effected or completed, such cure period shall be extended to included such additional times as is reasonably necessary to effect or complete such cure provided the defaulting party exercises continuous diligent efforts to cure such default during such extended period.
GENERAL PROVISIONS
Neither party shall assign or transfer, or permit the assignment or transfer of this Agreement or the rights hereunder without the prior written consent of the other party. The Authority expressly reserves the power to demand Contractor to provide qualified personnel at the transfer station. In the event that said employees are not performing to the Authority’s needs
or specification, the County will immediately cure said deficiency by supplying alternative
qualified personnel. The Contractor will as outlined in this Agreement supply at least (3) certified operator as approved by the Virginia Department of Professional and Occupation Regulation Board during daily operation. This Agreement constitutes the entire agreement and understanding between the parties hereto, and it shall not be considered modified, alter, changed, amended or revoked unless in writing and signed by the parties hereto.
From and after the date of this Agreement, the County’s performance hereunder may be suspended and its obligations hereunder excused in the event and during the period that such performance is prevented by a cause or causes beyond the reasonable control of the County. Such causes may include, by way of example and not limitation, acts of God, acts of war, riot, fire, explosion, accident, flood or sabotage, lack of adequate fuel, power or raw materials, judicial, administrative or governmental laws, regulations, requirements, rules, orders or actions; injunctions or restraining orders; the failure of any governmental body to issue or grant, or the suspension or revocation or modification of any license, permit or other authorization. necessary for the services envisioned by the Agreement; national defense requirement; labor strike, lockout or injunction. If any term, clause or provision of this Agreement or the application thereof to any person or circumstances shall, to any extent be illegal, invalid or unenforceable under present or future laws effective during the term hereof, then it is the intention of the parties hereto that the remainder of this Agreement, or the application of such term, clause or provision to persons or circumstances other than those to which it is held illegal, invalid or unenforceable, shall not the affected thereby, and it is also the intention of the parties hereto that in lieu of each term, clause or provision that is illegal, invalid or unenforceable term, clause or provision as may be possible to effect the expressed intent of the parties and be legal, valid and enforceable. This Agreement shall be governed by and construed in accordance with the laws of the Commonwealth of Virginia and any disputes hereunder shall be resolved by the
Circuit Court of Russell County, Virginia. The covenants, terms, conditions and provisions of
this Agreement shall extend to and be binding upon the successors and assigns of the respective patties, All notices ot other communications to be given hereunder shall be in writing and shall be deemed given when mailed by registered or certified United States mail, addressed to the Cumberland Plateau Regional Waste Management Authority, P.O, Box 548, Lebanon, VA
24266, or addressed to Russell County, Highland Drive, Lebanon, VA 24266

REMEDIES FOR DEFAULT Except as otherwise provided herein, if either party defaults in the performance of any of the warranties, covenants or conditions contained herein for thirty (30) days after the other party has given the defaulting party written notice of such default and the party defaulting shall not have commenced to cure such default within said period and to pursue diligently the completion thereof, the other party may: (i) terminate the Agreement as of any date at least thirty (3) days after the last day of the thirty (30) day period; (ii) cure the default at the expense of the defaulting party and (iii) have recourse to any other right or remedy to which it may be entitled by law or equity, including, but not limited to, the right for all damage or loss suffered as a result of such default and termination. In the event either party waives default by the other party, such waiver shall not be construed or determined to be a continuing waiver of the same or any subsequent default. In the event that in the exercise of due diligence during the aforesaid thirty (30) day period such cure cannot reasonably be effected or completed, such cure period shall be extended to included such additional times as is reasonably necessary to effect or complete such cure provided the defaulting party exercises continuous diligent efforts to cure such default during such extended period.
GENERAL PROVISIONS
Neither party shall assign or transfer, or permit the assignment or transfer of this Agreement or the rights hereunder without the prior written consent of the other party. The Authority expressly reserves the power to demand Contractor to provide qualified personnel at the transfer station, In the event that said employees are not performing to the Authority’s needs
or specification, the County will immediately cure said deficiency by supplying alternative
qualified personnel. The Contractor will as outlined in this Agreement supply at least (3) certified operator as approved by the Virginia Department of Professional and Occupation Regulation Board during daily operation. This Agreement constitutes the entire agreement and understanding between the parties hereto, and it shall not be considered modified, alter, changed, amended or revoked unless in writing and signed by the parties hereto.
From and after the date of this Agreement, the County’s performance hereunder may be suspended and its obligations hereunder excused in the event and during the period that such performance is prevented by a cause or causes beyond the reasonable control of the County. Such causes may include, by way of example and not limitation, acts of God, acts of war, riot, fire, explosion, accident, flood or sabotage, lack of adequate fuel, power or raw materials, judicial, administrative or governmental laws, regulations, requirements, rules, orders or actions; injunctions or restraining orders; the failure of any governmental body to issue or grant, or the suspension or revocation or modification of any license, permit or other authorization necessary for the services envisioned by the Agreement; national defense requirement; labor strike, lockout or injunction. If any term, clause or provision of this Agreement or the application thereof to any person or circumstances shall, to any extent be illegal, invalid or unenforceable under present or future laws effective during the term hereof, then it is the intention of the parties hereto that the remainder of this Agreement, or the application of such term, clause or provision to persons or circumstances other than those to which it is held illegal, invalid or unenforceable, shall not the affected thereby, and it is also the intention of the parties hereto that in lieu of each term, clause or provision that is illegal, invalid or unenforceable term, clause or provision as may be possible to effect the expressed intent of the parties and be legal, valid and enforceable. This Agreement shall be governed by and construed in accordance with the laws of the Commonwealth of Virginia and any disputes hereunder shall be resolved by the
Circuit Court of Russell County, Virginia. The covenants, terms, conditions and provisions of
this Agreement shall extend to and be binding upon the successors and assigns of the respective
parties. All notices or other communications to be given hereunder shall be in writing and shall
be deemed given when mailed by registered or certified United States mail, addressed to the
Cumberland Plateau Regional Waste Management Authority, P.O. Box 548, Lebanon, VA.

We are very proud and excited to inform you that we have the
honor of having five students from Honaker High School qualify
for the FBLA National Leadership Conference in Anaheim,
California. Madison Davis, Dru-Ann Harris, Hunter Eaton, Peyton
Johnson, and Mason Phillips, along with their advisor, will be
representing Honaker High School, Russell County, and the State
of Virginia on June 27, 2017 through July 3, 2017 in three
separate business competitions.
As you may know, taking these students and advisors, will be
quite expensive. We would love to have your support to help
finance this once-in-a lifetime trip for our students on the
national stage. Total required expenses are approximately
$12,500.00. This figure includes registration, travel, lodging
and meals. We would be happy to provide a breakdown of estimated
expenses if requested.
This would be almost $2,100.00 per student and advisor just for
the basic trip to the competition. Will you please consider

Dear Steve,
The Town of Cleveland has been presented with a great opportunity to work with DCR in developing a
walking trial located near the “Tank Hollow Falls” otherwise known as the “Town Falls”. Currently, there
are four privately owned lots near the falls that are needed to construct a required handicap parking
area, The owner is willing to sell the four lots to the Town of Cleveland for a reduced price of $4000. We
checked on different options to acquire the property and found that if OCR purchases the property it
could take up to two years to finish the property acquisition. Due to the time restraints provided by the
«grant funding to fully complete the project, this is not an option. DCR approached Cleveland to ask that
‘we purchase the property, and then DCR has agreed to lease sald property for 4 year paying two
payments of $2000 to the Town of Cleveland six months apart. This would allow DCR to begin
construction to meet the required provision of the grant funding and begin construction. Cleveland does
‘not have the funds to purchase the required property; therefore, we would like to ask the county to loan

Below are balances of completed Revenue Sharing funded projects in Russell County (total surplus of $231,256) prepared by
‘Amy Frye with or PIMS section. T agree with the below as this what we had discussed and feel this is the best way to fund the
above mention projects. We would like to do transfers of the surplus funds to cover the deficits on the completed projects listed
below (total deficits $60,286) and fund a shortfall to UPC_ 108759 ($170,970 — Various Route Rural Rustic project FY17) which

PUBLIC COMMENT
Justin Honaker, Pastor Lebanon Community Fellowship, presented his
church’s vision for the Lebanon area. Justin said his church had interest in
purchasing the new shell build to expand the facilities of the church. The chairman
directed the attorney to investigate the legality of transferring the buiding to an
entity such as the church.
James Greer, St. Paul Block Project, presented the funding agencies are not
willing to fund the project. The IDA board suggested he try to get the owner to
agree on an owner finance agreement.

i. Service Meters/Master Meters/SCADA - Approximately 200 service meters remaining to
be installed, mainly the areas along Mew Road.
2, Dante to St. Paul Sewer - VMRC JPA permit application has been completed and
received. Railroad permit agreements have been received from CSX. We have preliminary plans for
the force main line from Dante to St. Paul and our sub-consultant will be finished next week on the
gravity portion, PER amendment has been submitted to DEQ, awaiting approval.
3. Castlewood Sewer (Westview) - Still working on obtaining the last few easements, Stephen will
Submit his pretiminary title opinion for the pump station property to RD tomorrow. We previously
submitted our opinion on permits and Stevens narrative opinion on rights-of-way to RD last week
Hope to advertise for construction once RD authorizes it, expected any day.
4, Castlewood Sewer (Phase 1B) - We plan to target the areas in Couch's Bottom, Greystone and
Memorial Drive in the next couple months for interest,
5. Lake Bonaventure to South Clinchfield Line Replacement - ‘inalizing plans for preparation af
materials list. Josh will excavate the ends of the casing pipe at the road crossing near the

Kim spoke about brochure distribution, reading an email from Jeff Hess about the options for
distribution through Virginia Tourism. Jeff recommends starting with Bristol, Rocky Gap and Lamsburg
welcome centers. Committee discussed placing brochures in other locations such as Heartwood, local
businesses, surrounding town halls, and allowing Heart of Appalachia to distribute at events and trade
shows.
Jim Lyttle spoke to the committee about the upcoming Charity Horseshow, he suggested using
brochures in the registration packet, since people travel from many different regions to attend the
horseshow. Jim advised the committee that the Castlewood Riding Club will be providing a free % page
ad for a tourism ad. Jim Lyttle also mentioned that some areas are using old telephone booths for
brochure racks.
By-laws will be moved to next meeting due to lack of quorum. Committee discussed attendance and
how to draft a letter to members that no longer attend meetings. Jim Lyttle advised motions are needed
for any expenditure of funds.
Kim Short and Donna Meade spoke about upcoming plans for LOVEwork unveiling, which has been
scheduled for May 20", and will be the same day as “Dinner on the Grounds” luncheon, sponsored by
Historical Society and Russell County Tourism Committee. Donna Meade discussed scheduling the
unveiling before the luncheon to ensure that everyone in attendance for the luncheon has paid
admission, Donna remined the committee that tickets for “Dinner on the Grounds��� will go on sale April
5" for $25 each and there will be limited seating; with proceeds going to the Historical Society.
Committee discussed notifying local newspapers papers such as Lebanon News, Clinch Valley Times, and
creating flyers to advertise both events. Jim Lyttle took a moment to thank Helen Owens for all the work
she has provided for this event as well as others.
Kim Short spoke about the Heart of Appalachia’s 2018 event planning, which will include an all-inclusive
travel package for older adults, and ways the tourism committee could participate by hosting an
itinerary. Committee discussed different themes like Fall, Christmas, and painting events. Kim Short will
provide a sample itinerary we can use. Lou Ann Wallace spoke about opportunities for businesses to
participate in these types of package deals.
Jim Lyttle spoke to the committee about a Virginia Governor's School and the advantages it could offer
to Southwest Virginia, He suggested the Tourism Committee draft a letter to the Board of Supervisors
asking for support.
Kim Short gave an update on the Scenic River needs. Three employees from DCR will be here the 1*
week of April to begin the scenic river study. Jeff Hess will be guiding them on the river for three days.
Holiday Inn has offered a discounted rate of $75 per night for lodging, up to five nights. Food will need
to be arranged. Lou Ann Wallace advised she would speak with the Board of Supervisors. kim advised
that the Nature Conservancy has agreed to help DCR with the process.
Kim Short spoke about “five county events” and provided the committee with a list of current local
events. Kim suggested each committee member email her five or ten events of interest. Kim spoke
about the committee forming a partnership to help grow current events in the area and add new events
aswell.
Heather Musick spoke to the committee about the Virginia Commission of the Arts grant, which assists
by providing % of the cost of entertainment. The application period is March 15" to December 1* and
reduces the cost of entertainment.
