PROGRAM DESIGN CUMBERLAND PLATEAU REGIONAL OPPORTUNITY PROGRAM (CProp)
PURPOSE
The Cumberland Plateau Regional Opportunity Program (CProp) is established to reinvest program income revenues from the CPC Broadband project in economic development efforts in the four counties and twelve towns of the Cumberland Plateau Planning District (CPPDC). These program income revenues are generated from the regional broadband infrastructure system that was funded by the U.S. Economic Development Administration, the Virginia Tobacco Commission, U.S. National Telecommunications and Information Administration and the Virginia Coalfield Economic Development Authority and is operated and maintained by the Cumberland Plateau Company in partnership with the Sunset Group, specifically Point Broadband.
ELIGIBLE APPLICANTS AND ACTIVITIES
The only eligible applicants for CProp funds are the local governing bodies of the Cumberland Plateau Planning District Commission – Buchanan, Dickenson, Russell and Tazewell Counties and the Towns of Grundy, Clinchco, Clintwood, Haysi, Cleveland, Honaker, Lebanon, Bluefield, Cedar Bluff, Pocahontas, Richlands and Tazewell.
The CProp is meant to be a flexible grant source for these local governments to support various public economic and community development activities that help to diversify the District economy. Preference will be given to activities that are linked to the Cumberland Plateau Planning District Commission’s Comprehensive Economic Development Strategy (latest update) and to other regional, state and federal economic development plans, initiatives and programs. Eligible activities include, but are not limited to, the following:
• Industrial Site/Park Development Projects in support of manufacturing jobs, including, but not limited to, infrastructure activities such as water, sewer, telecommunications, electricity, natural gas, access roads, rails sidings, etc.
• Broadband and Wireless Infrastructure Expansion and Upgrade projects that support business development and expansion as well as deployment in residential communities.
• Downtown Revitalization Projects, including, but not limited to, activities such as streetscapes, signage, building renovations, water and sewer and other public infrastructure improvements, etc. that support or enhance small business development. CProp funds cannot be used for renovations to public buildings and facilities that do not have an economic development impact.

APPLICATION PROCESS
Applications for CProp funds will be received each quarter of the fiscal year on the following dates: January 15, April 15, July 15 and October 15. Upon receipt of applications, the Cumberland Plateau Company Executive Board (Board) will review and make awards as appropriate within the CProp guidelines as approved by EDA at the regular Executive Board Meeting the following month. Only one (1) application from a locality can be received in a year unless the Board directs otherwise.
APPLICATION GUIDELINES

However, projects that have lower job creation numbers but enhance overall economic development efforts, such as asset-based or downtown projects, will be eligible for funding.
A maximum of $200,000 will be available for any one project in any given year, unless the Board directs otherwise. It is anticipated that larger funding awards may be made for projects with large numbers of jobs created.
